MICHAEL Howard faced the increasing prospect of civil war spilling on to the floor of the Tory conference as he arrived in Bournemouth yesterday with the party in disarray after its humiliating defeat at the Hartlepool by-election last week.

The Tory leader insisted he would be setting out a timetable for action, but his colleagues feared that whatever he said would have little impact on the public. Officials confirmed that party morale was as low as it had ever been in spite of the leader's commitment and hard work.
