THE surprising feature about the Scottish Executive's consultation on the planning system is that it has taken until now to have a third-party right of appeal seriously considered. I suspect it is because victims of unfair decisions do not band together to lobby for change.

One current issue in Helensburgh illustrates the problem. Only 17 months ago Scottish ministers rejected plans, which had been approved by Argyll and Bute Council, for a huge supermarket at Helensburgh Pier because they breached aspects of a raft of adopted policies. The pier area, the most prominent location in this seaside town, is zoned for leisure, recreation and tourism uses.
