FRANK ANDERSON'S delivery may be understated, but his conviction is unmistakable. "There are too many talkers and not enough do- ers," mutters the 48-year-old, his barely concealed contempt for paper-shuffling and committee meetings manifest in his gruff, dismissive tone. Little wonder, then, that the junior convener of Palacerigg Golf Club is finding his 15 minutes of fame something of an ordeal.
