Summary

I READ with great sadness of the latest scything of BBC Scotland's budget when we already have a skeletal service in this country ("Minister airs fears about BBC quality", The Herald, October 12) . BBC Scotland only receives a third of BBC licence fees raised in Scotland for Scottish programming (3% of the BBC's total programme-making budget) which brings into question the basic human right of free and fair access to the media.
