SCOTLAND'S first children's commissioner warned yesterday she would not "play it safe", and rejected suggestions that she lacked the powers to change government policy.

In a speech to mark the beginning of her five-year term of office, Professor Kathleen Marshall said she would be a "bold" commissioner for children and young people in Scotland.
