Is the next smoking-cessation training co-ordinator employed by the NHS taking the very bread from the mouth of some young, thrusting entrepreneur? That, certainly, seems to be the view of the chairman of Scottish Enterprise, who angered some Ayrshire MSPs last week by comparing the state's footprint in their part of Scotland to "Eastern Bloc levels". Sir John Ward clearly isn't backing down.
