PAUL Boateng, the chief secretary to the Treasury, is to step down as a Labour MP at the next election to become the UK's high commissioner to South Africa.

The MP for Brent South was the UK's first black cabinet ministerwhen appointed to his post three years ago. He will now quit the cabinet when the general election is announced and move with his wife and five children to Pretoria to start his four-year appointment.
