The requirement to cut all public spending has given increasing traction to the arguments in favour of reducing the number of police forces in Scotland. Stephen House, the chief constable of Strathclyde, has been prominent in arguing for a single force to cover the whole of the country.

This has been opposed by some chief constables in smaller forces, notably Grampian and Dumfries and Galloway, Disagreement between forces has give rise to a public perception that the argument is being conducted on the basis of vested interests.
