It is no doubt wishful thinking, but why not spend a significant proportion of our defence budget on purpose-designed hospital/ rescue ships and aircraft?

If Nato countries all did so, there would be enough ships to have one or more permanently on station in the known disaster areas and, by invitation of countries, they could visit ports to carry out surgical, medical and dental work of the kind beyond local resources.
