LORD Browne of Madingley's review of university tuition fees today does not directly affect Scottish institutions but the expectation that he will recommend lifting the current limit on fees south of the Border is finally galavanising the political parties in Scotland into a cross-party approach.
This is the measure of the seriousness of the effect of higher fees in England. At the moment fees are capped at pound(s)3,290 a year but are expected to rise to at least pound(s)7,000 and, if there is no new cap, the most prestigious universities could charge unlimited fees.
