AMERICA and Britain last night called on the United Nations to back their plans for a sovereign interim Iraqi government but gave no clear date for the withdrawal of coalition troops.

As Security Council members were digesting the contents of the US- UK draft resolution, George W Bush was preparing to address America on primetime television with a speech he hoped would begin wresting back the initiative on Iraq after the prisoner abuse scandal.
