DEBORAH Summers's description of the proposal to allow the Scottish Executive to sponsor immigrants as radical is surely to mix news unacceptably with editorial comment (February 7). Such a plan is only radical to braindead unionists. To many the proposal will be seen as a clear sop to Jack McConnell who is otherwise in a greater political difficulty. Labour will spin the story as the alleged partnership between the Scottish and UK parliaments made manifest.

The only interesting issue here is to see if Mr McConnell and his pretendy parliament can inf luence Scottish immigration in any way. I strongly suspect that they cannot. Without significant immigration, however, Scotland looks shortly to be on its last legs. So the question of immigration is a challenge that will not go away.
