THE outcome of the French referendum on the proposed EU constitution was no surprise to anyone who has had dealings with farmers on the other side of the English Channel in recent months.

French farmers have probably gained more from the Common Agricultural Policy than any other part of rural Europe. That is because the farming population, although much reduced over the last 30 years, still has considerable political clout.
