MINISTERS have acted to boost public confidence in the wake of a series of charity scandals by publishing a bill yesterday to tighten regulation of the sector.

Under the Charities and Trustee Investment (Scotland) Bill there will be a tighter definition of charity, based on the principle of public benefit, and compulsory registration of charities under the Office of the Scottish Charity Regulator (OSCR). It was first established a year ago but will now be given more extensive powers to grant charitable status and maintaining a statutory register of all charities operating in Scotland.
