BRITAIN has a system of higher education that is open to this country's constituent parts. It requires a healthy cross-border flow for the system and the students in it to derive maximum benefit from learning and research experiences. There are worrying signs that the flow is ebbing in a way potentially harmful to Scottish students. The fault lies with the different funding models in Scotland and England.

When the regimes diverge even more markedly next year, Scotland will be at a greater disadvantage.
