TO BUNGLE. Chambers Dictionary suggests several definitions for this transitive verb. They include "to mismanage grossly" and "to make a failure of, by want of skill". Either supplies an apt description of the lamentable attempt to upgrade the computer that provides Scotland's central record of all criminal convictions. It is relied upon not only by the police and the courts but also Disclosure Scotland, the public body charged with vetting job applicants for criminal convictions.

The new Criminal History System (CHS), ordered in 1998, was due to come into operation in March 2004. Its estimated cost was GBP1.5m. However, requests made under the Freedom of Information Act by The Herald's Scottish Political Correspondent, Tom Gordon, have revealed that the system is now unlikely to be up and running before the end of this year and the total cost has ballooned to more than GBP10m, the original price tag multiplied by seven.
