Summary
IN ONE respect, Cosla takes encouragement from your coverage of our submission to the Cultural Commission (March 11). Local government, as the major provider of cultural services, is determined to take full advantage of this once-in-a-generation opportunity to review Scotland's cultural landscape. That will require a full and frank debate on the key issues and The Herald's coverage certainly provides a welcome impetus to that.
However, there are aspects of your reporting and editorial comments that I feel strongly must be placed into the proper context. The terms of reference for the national review of culture extend far beyond the arts and the current role of the Scottish Arts Council.
