THE flagship policy of free care for the elderly has succeeded in stemming the number of people going into residential homes, but the cost of caring for those in their homes has doubled, according to latest statistics.

There are around a thousand fewer Scots in care homes for the elderly now than in 2003-04, vindicating the original vision of the Sutherland Report.
