TORY "voices from the past" who criticise devolution were branded unhelpful yesterday by Peter Duncan, shadow Scottish secretary and chairman of the party in Scotland.

He was responding to remarks by Lord Forsyth of Drumlea, former Conservative Scottish secretary, that MSPs should be replaced by MPs sitting at Holyrood. The call from Lord Forsyth at Westminster was wrongly reported as being recent, but the peer was believed to be standing by them yesterday.
