IT IS a pity that the publication of Iain Macwhirter's article, Why the English want to let sleeping Jocks lie, is restricted to a Scottish newspaper. One reason for apparent English apathy on the subject is that the British media seem to be in a conspiracy with Westminster political parties to avoid this awkward subject that they like to put in the too-difficult basket. There is no national English media available to support a campaign, although some local papers, notably the Yorkshire Post and the Western Mail, often give space to the problem.
But the main reason for English apathy is that we are enjoying a period of comparative economic prosperity and people do not get worked up about constitutional matters while their wallets are full. The Scottish campaign for a parliament started soon after 1900, but it was not until the 1990s, when the severe economic actions of the Thatcher government hit Scotland especially hard, that the demand for devolution became strong enough to achieve it.See the full content of this document
