THE week opened with a ferocious attack on UK immigration policy by External Affairs Minister Fiona Hyslop. There was another north- south conflict on the UK Government's decision to press ahead with the Calman proposals on tax, which the SNP insists are flawed, and there were also concerns about the effect of tuition fees in England leading to a flood of applicants to Scots universities.

The Holyrood authorities came out the day before the Budget with the austerity programme, pledging to cut costs at the parliament by pound(s)9.5m over four years.
