WITH a new concert hall under construction, due for completion and opening by September next year, there will be considerable pressure on the city of Perth to make the hall complex a commercial and artistic success. At the core of any successful activity centred on the Perth Concert Hall will be the annual Perth Festival of the arts. Consequently, the festival will find itself under close scrutiny and equal pressure to make the new venture a real step forward for the city.

That this is likely to prove a critical issue became apparent yesterday as the administration unveiled the programme for this year's festival, which will run from May 19-30. While the populist soprano and diva, Lesley Garrett, has become something of a commonplace on the central belt, the Perth Festival, in securing her for a headline appearance at the City Hall with the Northern Sinfonia, regards the occasion as a coup for the city. The event has already attracted "massive" publicity in the area, and a new sponsor to support the concert.
