COUNCILS and utility firms have been placed on a final warning by Scotland's road works commissioner and warned that they face fines of almost pound(s)50,000 unless sites are repaired properly after being dug up.

John Gooday has issued improvement notices to most of the country's local authorities and eight firms including BT Openreach, Network Rail, ScottishPower, Scottish Water and Virgin Media.
