Ministers have sparked outrage among fishermen after designating a marine Special Area of Conservation off the Outer Hebrides and opening the way for a second area off the islands.
The designated area eight miles east of the island of Mingulay will now be submitted to the European Commission for inclusion in the European Union-wide "Natura" network of protected areas. The scientific case for a similar designation in the Sound of Barra has also been approved by Scottish ministers.See the full content of this document
