WHITEHALL'S spending watchdog has refused to endorse the accounts of the Department for Work and Pensions after finding that [pounds]3bn was lost to benefit fraud and error last year.

The National Audit Office found that in 2003-04 the benefits with the highest risk of fraud and error were income support - where [pounds]610m was lost - and jobseeker's allowance, where the loss was [pounds]230m.
