ITIS no surprise that the job title has been truncated to social regeneration czar. The official description - chief policy adviser to the leader's office on social renewal - is quite a mouthful. It also gives no indication of the dynamism both the person who created the post (Steven Purcell, the new leader of Glasgow City Council) and the holder (Ian Manson, who has much experience in urban regeneration) believe it must have.

The initiative, which was announced yesterday, could easily be written off as the creation of another czar for another problem. That would be unfair. Glasgow's problems are well documented. It has more deprivation and disadvantage than any other part of Scotland, perhaps Britain. Breaking the cycle of poverty, low expectation, lack of confidence, poor educational qualifications, addiction and unemployment will not be easy. But Mr Purcell believes the city has the best opportunity in a generation to solve Glasgow's deep-seated social problems. Putting Glaswegians to work in those areas where unemployment is endemic (and the problems are greatest) is the key to improvement.
