MICHAEL Howard yesterday brushed off the Tories' poor poll ratings, insisting he was confident of election victory as the Conservatives again locked horns with Labour on pensions.

The Conservative party, pledging to add pounds-10 to every pounds- 100 put into a pension fund by people on middle and lower incomes, raised the spectre of a means-tested state pension.
