Here's something you don't get to say every day. See Derek Hatton, former Militant deputy leader of Liverpool Council in the dark, dark days of the 1980s? He was right all along. Right, at least, when he said that Margaret Thatcher's Tory government had little time for the city. With the release of official Government papers this week was the revelation that senior ministers urged the then Prime Minister to leave Liverpool to more or less fend for itself in the wake of the Toxteth riots in 1981.

Cabinet papers released by the National Archives have revealed that then Chancellor Geoffrey Howe and Industry Secretary Keith Joseph urged the Prime Minister not to waste money on the city and opt for a "managed decline".
