THE biggest independent study ever conducted into the new Higher Still Scottish exam system has found that while it allows more pupils to take exams it does not raise attainment among less academic pupils.

The authors also give a warning against complacency, given that the first years of Higher Still were marked by the exams crisis of 2000, and add that the Scottish Executive should not assume that the exams can now be left to run themselves.
