EUROPE'S largest social landlord may be forced to scrap its plans to place its housing stock under community ownership because of soaring costs.

Glasgow Housing Association's attempt to devolve power to local housing groups has been plagued by problems and critics fear it may now be sidelined. The process of empowering tenants (known as second stage transfer or SST) was one of GHA's fundamental aims.
