THE architect of plans to reform licensing laws has warned the new bill put forward by ministers risks creating bizarre problems both for publicans and communities.

Sheriff Gordon Nicholson says the draft Licensing (Scotland) Bill, now before parliament, would allow prohibitionists in Stornoway to object legitimately to pubs opening in Glasgow, while denying other objectors "natural justice".
