FORMER Tory Cabinet Minister Lord Howe said yesterday he did not recall urging the then Prime Minister Margaret Thatcher to leave Liverpool to a fate of "managed decline" after the Toxteth riots in the 1980s.

Lord Howe, then Chancellor, below, said he did not think the records reflected accurately his conversations in 1981, with then Cabinet colleague Lord Heseltine, over the future of regeneration in the city.
