There's understandable scepticism about how sincere America is about handing over sovereignty to Iraq next month. But no-one should be in any doubt about the significance of what has happened in the past 48 hours. President Bush promised he would not cut and run; it looks like he's decided to cut and walk fast, instead.

The draft UN resolution tabled by America is not exactly a declaration of surrender, but it comes very close to an admission of failure. It is certainly a plea for help. Tony Blair is making clear that American military hegemony in Iraq is over.
