THE Chilcot inquiry into the Iraq war will be able to apportion "blame" for the causes of the conflict, the government conceded last night.
Gordon Brown's latest concession on the inquiry, which will now be held almost entirely in public, came early in a Westminster debate initiated by the Conservatives.
