ITALY'S central bank was yesterday deliberating whether to allow a Spanish and a Dutch bank to bid for two Italian banks.

Spain's Banco Bilbao Vizcaya Argentaria said last week it was considering an all-share bid of dollars-9.1bn (pounds-4.9bn) for Banca Nazionale del Lavoro, which is Italy's sixth-largest bank by assets.
