STREET prostitution would be legalised under proposals published yesterday which would mean both the prostitute and her client could be charged with a newly-defined crime if their behaviour causes offence.

The working group, which was asked by ministers to recommend reforms to the current law, wants to repeal the current legislation, which makes it illegal to solicit but does not outlaw being a client.
