Political expediency and children in local authority care

The concerns expressed by Archie Beaton at the relationship between children's hearings and social work (The Herald Society, August 2) point out a wider problem endemic within social work for many years, namely the effect on service delivery when policy and practice are dictated by large, remote bureaucracies in which self- justification and self-protection are the principal priorities.
