THE spectre of legislation to curtail the power of the House of Lords was raised by the government yesterday as it unveiled plans to limit the amount of time legislation remained in the upper house.
Lord Falconer, the secretary of state for constitutional affairs, said a joint committee would be set up to review the conventions of the Lords, and while he was insistent the measures were not designed to limit the power of peers, it seemed possible that legislation could be introduced if the Lords f louted the conventions.See the full content of this document
