Summary
THE response on May 22 by Stewart Campbell, director of the Health and Safety Executive in Scotland, to my letter concerning the role of HSE in the inquiry into the ICL Plastics explosion is regrettably inadequate.
The Herald and Sunday Herald reported that allegations were made to HSE by employees at the factory about dangerous working conditions. These allegations were apparently investigated by HSE and subsequently dismissed. Criticism has also been reported about the way those allegations were investigated and the HSE's conduct generally in regard to the factory. Whether there is any connection between those allegations, the HSE's investigation and general conduct and the explosion on May 11, I do not know. But if these matters are not examined or re-examined in the inquiry we will not get the "full and thorough" inquiry promised by the first minister, the lord advocate, the HSE and Strathclyde Police. If these matters are, indeed, examined or re-examined in the inquiry then there is an obvious conflict of interest for the HSE in its role in the inquiry.See the full content of this document
