JACK McConnell was yesterday accused of misleading parliament and the country in the early days of the Holyrood project, as MSPs scrambled to apportion blame in the debate on Lord Fraser's report into the (pounds) 431m fiasco.

The first minister, who was present briefly at the start and close of the four-and-a-half-hour debate in the Scottish Parliament but did not speak, came in for fierce criticism alongside civil servants, contractors, MSPs and Donald Dewar.
