JACK McConnell yesterday blamed the Scottish health service's difficulties on decisions by Labour ministers before he became party leader, and said there had been problems with quality of civil service advice.

The first minister was responding to continuing pressure over the slow response of the NHS in Scotland to the injection of high levels of additional spending, with Nicola Sturgeon, the SNP deputy leader, on the attack over waiting times for the third successive week in parliament.
