THE minister who is refusing to bend the rules over an order for a fisheries protection vessel to save a shipyard in his own backyard has insisted to The Herald that he has no choice.

Ross Finnie, minister for environment and rural development, rejected as simplistic the notion that the vessel could simply be turned into a military order to avoid a Europe-wide tender which would be open to competition from Polish yards, which it is claimed are illegally subsidised.
