A SCOTTISH Executive minister must be made responsible for implementing a national strategy for Gaelic education and not be allowed to pass the buck to a quango, it was claimed yesterday.

Today is the last opportunity to make such a change to the Gaelic Language (Scotland) Bill as it receives its third reading in Holyrood and becomes law. Highland Council last night called on MSPs not to miss the chance.
