SIR Menzies Campbell, the Liberal Democrat leader, promoted his former deputy, Michael Moore, to foreign spokesman yesterday as he announced six key appointments to his front-bench team.

Mr Moore, 40, MP for Berwickshire, Roxburgh and Selkirk, was Sir Menzies's acting chief of staff during the leadership campaign and has previously served as his deputy for four years on foreign affairs.
