Summary
POLITICAL leaders who are lamenting the reduction in turnouts at elections have an easy way to obtain a large increase. It would cost almost nothing. It could be implemented quickly. It would improve the accuracy of expression of voter opinion. It would retain the benefits claimed by some for first-past-the-post voting. It would increase the strength of popular mandate for sound policies and serve the interests of democracy.
The reason for voter apathy is the widespread contempt, even hatred, of politicians. Under the present system the opposition to a candidate or party is diluted by the number of different kinds of people who disapprove of them but have to divide their disapproval in separate directions. Instead, we should be allowed the choice of voting either, as at present, positively for the one person we most approve or, negatively, against the one we most despise.
