Creative Scotland has had a long gestation with unforeseen complications. Although an artist who had taken so long to produce a work would have risked losing the commission, the arrival of the new funding body should herald a positive new approach to supporting the arts and developing a culture of creativity across Scotland.

It is born into hard times. Arts companies must expect to take a large and early share of funding cuts as local authority budgets are squeezed and lifeline services such as social care are given priority. As charities and trusts suffer dwindling investment income, there are few alternative funding sources. Expectation, however, will not decrease accordingly.
