YOUNG drivers could face curbs on late-night driving, have to go through post-test training, and have "black box" monitoring equipment fitted to their vehicles as part of radical proposals to cut the number of deaths on Scotland's roads.

The plan, commissioned by Government agency Transport Scotland, would result in a new levy - in the form of an insurance premium tax - being placed on all motorists to help pay for the enforcement measures.
