AHEALTH warning has been put on the Scottish Executive's accounts for the second year in a row after ministers overspent their budgets by GBP100m.

Robert Black, auditor general, last night said he could give only qualified approval to the 2004-05 consolidated accounts for the executive's seven main departments after uncovering "irregular" spending.
