It has recently been suggested that abandoning letters unanswered in the "the pending file" is "standard procedure with governments" (Letters, August 25). The writer asserts that only "fear" of impending elections can change this situation. In fact, it will change from January 1, 2005, when the Freedom of Information (Scotland) Act fully comes into force. An authority which ignores a request for information will be in breach of the law and face enforcement action from the Scottish information commissioner.

His office has commissioned research on this, and is unimpressed with the finding that around 10% of all requests for information presently remain unanswered. It expects a near 100% response rate to requests from January. So the does the Campaign for Freedom of Information in Scotland. Most importantly, so will requesters.
