Summary
Almost exactly 12 months ago, I wrote in this column about an exciting scheme, called Collectorplan. Run by the Welsh Arts Council for more than 20 years, it allows individuals to access interest- free credit in order to purchase original works of art.
Some weeks later, I happened to be sitting alongside Graham Berry, the Scottish Arts Council director, at a lunch in Edinburgh and he gently chided me for my written assertion that it was time for his organisation to follow suit. He referred me to the published plans from the crafts section of the council which, in the midst of much detail, pledged as long ago as January 2003 to continue to "explore" the possibility of such an innovation in Scotland.See the full content of this document
